Why different location?

We planned to reserve the Grove #12 for our 2004 summer picnic.

After waiting 7 hours in line to get the picnic permit on January 2, we found out that the Grove #12 is not available for us. . . Not because someone else already reserved the location but because of the rule change. . . .

Beginning 2004, the Busse Groves #5 thru #16 area are available only to  Category Y/Z users.
Category Y is for group 500 - 999 and Category Z is for group 1000 and over.
($200 surcharge fee and 1,000,000 general liability insurance certificate are required to use the Grove 12 or its vicinity groves
more...)

So, we picked Grove  #4 (which is available for category x) for our 2004 picnic.

We welcome your recommendation for good picnic locations for our future summer picnics.
